But your request has no chance of happening. The devs just did a bunch of work on it recently to keep large parts of the game still functioning with new servers and they didn't opt to remove the on-line required bits.
Yes, it's nice having Ark storage that I put in 7 years ago and formatted my computer 3 times since and still have it there, but considering I spent more then a month waiting for Ark storage to even work (along with multiple other features), it's still not exactly something I'd consider a benefit myself.
At any rate, there is data for each account saved online, and rewriting parts of the game so it first gets moved locally, and then that information gets stored offline permanently from now on would take development costs that need to be budgeted and funded.
It's highly unlikely Ubisoft is going to allocate resources to updating a 14 year old game, especially when they've shown they really don't give a frack about the bad publicity or bad public sentiment that comes from having one of your games broken for more than a month.
