Yeah, i think the complete edition is both, as deep ocean is on sale at the moment also.
Well the complete edition is known elsewhere as having deep ocean with it, so they probably just forgot to add it.
Odd, it should say i have deep ocean pack, i think they messed up somewhere. If you don't want to take the risk you can always buy them seperatly.
Steam will only ever list Anno itself in your games. DO is a config setting when setting up a game.
And yes, the DLC will turn up on a bit after you get ingame.
Anno 2070 Complete Edition consists of:
1) Anno 2070
2) the nine DLCs of the Complete DLC Pack
3) the Deep Sea Expansion - YES IT IS DEFINITELY IN THE CE!
Additionally you have some bonus content like the Soundtrack (MP3) and two posters and a Artbook (all three in PDF)
Steam is kind of messed up when coming to these infos. There is no hint what the CE could be. But since the CE is not a Steam-only offer other shops can give you more details about the contents of this package.
BTW: During the installation you have to connect to uplay (ubisoft gaming network i guess) bind the game key to your account there. The DLCs/Expansion where downloaded over that uplay-network after installation of the "normal" Anno 2070 - maybe that's one of the reasons why steam seems to be kind of messed up here. The Bonus content can be found in the "Bonus Content"-subdirectory of your game folder (usually something like ...\Steam\steamapps\common\Anno 2070\Bonus Content)

TL/DR: Anno 2070 Complete Edition consists Anno2070, all 9 DLCS (Complete Pack) and the Deep Sea Expansion. Ubisoft Uplay-account is needed to play and the DLCs/Expansion will come over that UPlay network - not over Steam.
It's technically an EXPANSION. It even got its own retail release.
That's most likely the reason people get so confused at why Deep Ocean isn't in the Complete DLC Pack (and also the names both having Complete). Clarity would be nice, I guess
