Stuck in campaign mission, chapter 3 mission 1

I'm at the point where I need 1200 eco engineers to continue. But in order for my workers to advance, they require rice, which my island can't grow. Is there another way to compensate for this and make them happy? The game isn't very clear on explaining these concepts.

the island in the southwest can produce rice, just build some rice farms there and connect it with a trading route to the main island.

i'm currently playing the same mission and i'm stuck at 900 eco engineers....everyone is happy but they are not upgrading anymore.

Ah, I didn't think to take over the other island, thanks.

Maybe you need more houses? I know they need a certain number of lower-class guys before they can upgrade.
