Try contacting Support, it shouldn't take too long, my experience at least.
Hint: If you download Uplay from the website, and enter the cd key to "Activate Product", you should see Anno in your games library in Uplay. At least it should xd
If they don't want to help you immediately just keep pushing. As long as you're polite and reasonable with them then I see no reason why they wouldn't solve your problem.
I'm writing with experience--I had a similar problem. For various reasons, my key for Anno 2070 was no longer associated with an account. In the end, they gave me a new key.
What's truly annoying is that the game asks me to associate it to my account when I login after a clean install. I select yes, and the game tells me it was successful. I can see it in my game list (it's the only Ubi game I own). Yet when I launch it....same ♥♥♥♥♥, key in use blahblahblah
It's a real mess, and it's probably not something the end user can fix. That's why you should be contacting Ubisoft Support.
I think I'll just uninstall it again and give it away to a friend. I don't like messing around with my PC games that much, especially this one; never relly played it since January (17 minutes total) and I've already spent hours trying to get it to work.

Also, you can't give away Steam games--and even if you could, wouldn't you just be passing along the problem?

Whereas you could contact Support for free, wait a bit, and have the best strategy/sim game out there working xd
