Report a translation problem
The game seemed to suddenly decide that I'd completed the quest. At the time I was struggling to work out another mystery concerning lack of storage space and was trying to get someone to sell something to make some space, and suddenly the Professor interupted to thank me for helping him and confirmed that the quest was complete.
The only thing I can think of is that somehow a hovercraft turned up at his Ark as a result of me attempting to offload some goods and he nicked it.
PS: Just to add to the mystery, some time later in the mission (I was collecting data for the ECO's on fish), and this damaged hovercraft just appeared out of nowhere parked near the ECO's ARC. Not sure if it was the one I was looking for, but it wasn't there earlier because I actually went to the ECO ARC to see if I could buy one.
