i have this surface island showing with oil deposit, but attempt to build it, seems to keep showing it's only for underwater, but it's not an underwater island

how to build an oil rig? the island does show it has deposit of it

The oil drills are an employee level tycoon building, so you have to have enough employee level tycoon populatio

the "oil probe", are u sure that enable building of oil drill?

No. It replenishes deposits if you have mined all the oil your island had until then(Or most of it actually, I think there must still be some left, not 100% sure though), but it doesn't add oil to islands that didn't have it to begin with.
