how do i build underwater.

First you need to unlock the SAAT faction which requires a certain amount of population (you do this at your ark) then you need to buy a submarine (also at your ark). Load it up with materials to build a warehouse and hit the dive button. You yourself can look underwater as well, just zoom in when the camera is out in open water.

well, BDK wasn't too far off. The basic requirement is the Engineer population level (eco OR Tycoon). Once you have at least one engineer, you will get a notification saying that you can buy a Trimaran (sub), and unlock the S.A.A.T. blueprints, which costs 10,000 credits. If I remember correctly, trimarans are about 3,500 credits.
