Could you please try verifying the game's files[ubi.li] as a starting point.
If there's still no change, then could you please follow the below to resolve this;
Firstly, please make sure you're launching Steam and Uplay with admin privileges, by following these steps.[ubi.li]
Then, please, navigate to the Ubisoft Game Launcher "cache" folder, by default located here: C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\cache
Open the cache folder and move the "ownership" folder to a safe location.
Once you have backed up that folder, delete the "cache" folder.
After deleting the cache folder, please verify the game files within Steam.[ubi.li]
If an issue is found, you will be given the option to Repair, click Repair. After repairing the issue, please verify the game again until no issues are found.
When this has been completed, try launching the game again.

Same problem for me. I tried to follow the steps from the instructions above, but there is no result. The game still asks me for license key, i played it last time many years ago, more than 100 hours, so this game is attached to my ubi account.

And the support wasn't able to help me either, the Ticket got never an answer.
So I just really hope the upcoming patch will fix this, too.

The upcoming patch is in regards to the DLC and server shutdown, there are no other plans to make any other changes to the game at this time.
This is typically caused by communications between Steam and Ubisoft Connect so it is not game specific.
Sorry to hear we weren't able to help you in your case though.
If you haven't done so already on your case, could you please update it and provide a full proof of purchase from Steam and a picture of your ownership folder; C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\cache\ownership
Once you have screenshot the "ownership" files, please reinstall Ubisoft Connect.
If the reinstallation of our software did not fix your issue, please provide the files mentioned above, along with your launcher logs found in the folder: C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\logs\.
We'll be able to get back to you via your case once this info has been provided, as with this information we can investigate further.

At the Time I posted my problem, Anno 2070 wasn't installed on my system. But since you now offered your help to fix the issue, I reinstalled it.
And well, I don't know why but this time it just works. Ubisoft isn't asking for any key whatsoever this time, the Login is successfull and the games works.
I though, don't know exactly what I did last time, maybe there are still leftover files from the last try and that could be a reason.
Or last time something was wrong with maybe the Server Connection to Ubisoft (for key validation) or any other problem. Hard to tell
But for now it just works and I'm happy and looking forward to the Update.

I'm not sure if this is helpful, but even though Steam and Ubisoft moved to drop CD-keys for all games sometime ago, you can still add your Anno 2070 key to Ubisoft account.
I was one of the persons who were affected by Deep Ocean DLC restart loop (it was asking for CD-Key), and I couldn't play the game.
I few days ago I added my Anno 2070 CD-key to Ubisoft Connect and it appeared in Anno 2070 tab.
I was able to play the game before after 2.0 patch, so I'm not sure how it works, but I wanted to avoid CD-KEYs issues in the future.
You can still dig out your CD key from Steam overlay when you start Anno.

I'm not The Berry but I can answer you this one.
This message usually means the Ubisoft account that is currently linked to your Steam account does not have the game you're trying to launch activated on it.
You must have linked it to a different Ubisoft account at some point. You will need to re-link the original account where the game was activated in the first place.
