First off, just because there's no steam workshop doesn't mean mods aren't available. There are plenty of games that support mods with an active community but require doing so outside of steam (this isn't one of those games). A quick google search suggests that there's been some minor attempts at mods but I don't really see any of note. There's a wiki with some notes about making mods but I don't really see any actual mods.

Adding modding support takes more effort for the developers and thus it makes games more expensive to make. It also increases support costs as people report issues with the game that are the fault of mods and not the game. So not all developers choose to do it.

But this is a pretty good game that is worthy of playing without any mods.

This game is 11 years old and there are two later games in the series so it's pretty unreasonable to expect the developers to continue to be actively developing it.

I want to understand for……
I really like this game and I heard about this game have mods, which is Improve the game experience, I was so happy to hear about that news……
so I buy this game……

Minor attempts? MINOR ATTEMPTS? Are you out of your mind?
One thing about Anno 2070: You can only use one mod (unless you know how to combine mods by hand into one file). There's a number of extensive modpacks available:

ARRC: Quite a lot for beauty-building, too - but mostly QoL and extensions.

JudeKW: Heavy on beauty building, but also QoL and extensions:

No, I don't think so. I know all of them are available in German (because of German modders), I think ARRC is also available in English. Not sure about the others, to be honest.

You're right, I was talk to my friend and they said that these mods are no official Chinese, only few spontaneous composition groups by fans made, and...... there is no newest version, so I just wait......
And finally, thanks to your help. Sometimes I'm really don't know in this......

There is a *newest* version, it just isn't *new* any more because most modders for 2070 stopped modding after 2205 came out.

AARC is really the only mod you need for this game.

As I said before, JKW, Tycooner and/or MAUG are about equally extensive, but each has a different focus. Plus, there's the combined mods...
(And I say that as someone who has mostly played with ARRC, but also tried the others. MAUG wasn't my cup of tea, but I really like the other two.)

It was an attempt to rethink the combat system to make it a more interesting in pvp (tested in lan a bit)

Just bought the ultimate edition on sale. A texture mod would be cool because 1404 History Edition looks prettier than this game. But I can live with it. Looks like Anno 1800 is the only Anno game where is lot of mods.
