Ascending houses
On the wiki it says "The number of Level 1 citizens limit how many Level 2 citizens you can have and so on." Is there any easy way to find out what the correct "ratio" of level 1 vs level 2 citizens is in order for them to ascend? Or do I have to build barracks on a whim and hope that enough level 1 citiznes move in?

Well, first of all, you need to have your house filled to capacity before it can ascend to a new level.
Once your houses are ready for ascension, you can ascend as many as you want - within the limit. I think it was something like 90% of the first level can ascend, for every other level it was like 80% or so.

The easiest way to figure it out is to just ascend houses until you hit the limit.

You can find more information on this page, look under the "Population Group" heading:
https://anno2070.fandom.com/wiki/Population

Snippet of the explanation of the table:

Note: "Pop" is the number of Inhabitants per Residence, "Res" is the number of Residences belonging to that class required to meet the "Unlock" Population, and "Ascension Rights" denotes the percentage of units which may be upgraded from the previous tier, ie: 80% of Workers can be upgraded to Employees, 60% Employees upgraded to Engineers, etc...

Population One, when all four basic needs are met, will advance to tier 2 with 80%. With tier 2 needs met, Tier 3 is 60%. You guessed right, tier 3 met, tier 4 is 40%. I"M trying to figure out the MINIMUM number of houses, to reach the TOP of 1400 Execs...

Found my answer, kind of... 19 execs per 100 workers houses. Thusly 1600 population is 76 execs, which is 400 workers barracks. if built in 2x3 blocks, that's 66 blocks, with 4 extra houses to guarantee 1600 executives, assuming all prior needs are met.
