I know from the Wikia and elsewhere, that some project items can only be attained through level progress and/or world events.
It could be you're missing those achievements?
Thei are discovered in all you'r sectors or only the one you searched ?
I've been playing a continuous game recently and have 3 academies running, so I researched 'everything' I possibly could - I'm running the 'Complete' edition - and yes, I've found a few gaps too.
However, I noticed that there are some more items that will unlock as you get XP added towards your career points in the three factions (I'm only at about level 6-7 on all the factions at the moment).

Yes, unlocking the research in one game will unlock it in other games, even older saves. :)
Basic Research 6/6
Fertilities & Resources 21/21
Production Buildings 53/53
Ecobalance Buildings 32/36 (Guardian 1.0 missing all 4/4 - Eden Project?).
Energy Generation 36/37 (Geothermic Power Plant - Extended Sensoric Interface missing -Complete the Miracle in Danger mini-campaign).
Public Buildings 15/15
Special Buildings 33/36 (Statistics Centre missing all 3/3 - Global Distrust World Event?).
Units 64/67 (Orca missing all 3/3 - World Event: Nordamark Border Conflict).
Some of these were unlocked by 'career progression' i.e. level 1 and level 5 progression in each faction.
There are three more 'unit' unlocks at level 8, making 70 Academy 'Units' projects instead of 67 above.
There are three more 'Residences' unlocks at career level 13 which give three more additions to the 'Special Buildings' section making 39 in total instead of 36 above.
So, in summary, that accounts for all of the Academy projects.
I'm not sure how to get the missing 'Guardian 1.0' and 'Statistics Centre' and 'Orca' projects as they were all part of 'Global Events' which have now finished, so it may not be possible to get these at all. However, the Erebus is just a different 'skin' for the Orca, and the 'Central Statistics' projects are 1:1 for the Statistics Centre, so no big deal.
I assume the equivalent to the missing Guardian 1.0 is the Keeper 1.0 also, so again nothing to worry about.
But i am still looking and founding out how this beautifull game works. I mabye think i got a win on a map but steam got offline?? but i do not know iff this is correct.

Hi. Do you have all the DLC installed? What career level are you at? Remember that to get some project items, you will only get them at Levels 1, 5, 8 and 13 (for EACH faction).

I'm sure we can find out how to get your missing projects. :)
For example, I know now that to get the missing Geothermic project above, all I have to do is complete the Deep Ocean mini campaign.
I have all 4 of the Offshore Wind Park projects (Deep Ocean not required). I just did basic research for 'Energy Generation' to get those. Basic research projects -> Production -> Energy generation Research.
Also, remember that to permanently unlock research projects, you must be playing a continuous game and be online too.
'Super Rotor' (3 star project) is unlocked at level 1 of the Eden Initiative career progression, but that's not an offshore wind park.
