restarting makes autopatcher to do something and game starts with... the same message
It appears you are stuck in what they call The Loop. I actually contacted support yesterday to figure out how to start Anno offline (I couldn't either) and they sent me the steps to solve that instead (double parenthesis are my notes, the rest is quoting support):

1. Navigate to your install location of Anno 2070 ((Go to the game's properties on Steam/ Local Files Tab/ Open Installation Folder))
2. Locate the file titled "AutoPatcher.exe" (depending on your Windows configuration, you may not see the .exe file extension. In these cases the file will just be named "Autopatcher").
3. Right-Click this file and select "Rename".
4. Change the name of this file to something like"AutoPatcherBackup.exe"
5. Paste the Downoladed 2.0. AutoPatcher and rename it to "AutoPatcher.exe" and then rightclick it and run it as Administrator (this is where you may get an error message)
5. Reopen the UPlay PC Client and relauch Anno 2070. (this is where you may be asked to re-enter your licence key for the game)
6. When Anno 2070 launches, you will recieve a message: "You have successfully activated the addon. Before the addon can be used, the updater must still download the necessary data." Here you do as always and click the "Reboot" button.
7. Anno 2070 will reboot and correctly apply the needed updates.
8. Start Anno 2070 again and you should be able to play again.

PS: If this doesn't work, try uninstalling Deep Ocean from the Steam DLC list and start the game again. Same message will appear but this time the patcher should work. I had to do this because I didn't notice the download link for the Patcher that they sent on the email (the one above) so I downloaded the wrong patcher and had to mess around. This was the only thing that worked.
Also got the 'unkown error'-message. Real useful for pinpointing problems.
While it has probably been said a thousand times already, I would like to stress the ridiculousness of the whole situation. This is a game that is played played in single player mode ~90% of the time. Still, they added some insignificant online functions to this game. Okay, Ubi, nobody asked for this. But it's fine, since you insist. But then, periodically, everybody who paid for this game becomes unable to play (just check Steam discussions and other forums) because there is some server-side problem. This does become problematic: these functions, that no-one wanted but were pushed through by some marketing genius at Ubi, limit everyone from playing.
Just let me play my game in peace, in singleplayer without all the hassle. People who pirated this game turned out to have better foresight than people willing to pay for it. Good job. Same with SimCity 2013 (which was bad regardless) - a friend of mine couldn't play it for weeks after release due to full servers. Even though he only wanted to play single player games!
think about it! i don't buy any game from your Marketplace until this Problem is fixed. At all!
