There are 8 categories of research that you may explore.
2/8 are relatively straight forward - 'Basic' and 'Fertilities and Resources'.
The latter should be self-explanatory, especially after browsing it.
The former ('Basic') is the simplest way to generate licences - the alternate in-game monies.
This process also unlocks 'formulas' (recipes) for technology within the other 6 categories.
...which is precisely why there are 6 different projects within the 'Basic' category.
So, you aren't unlocking a formula upon completing some 'Basic' research? - you've probably unlocked all the formulas of that specific category, and should either start any desired research within that category, or move on to one of the other 5 which may still need to be unlocked.
If a category looks incomplete (such as 32/36 Ecobalance Buildings), it likely means that you've purchased some DLC yet haven't unlocked it's capabilities through req gameplay benchmarks.
My research in production buildings is 9/53, but I never unlock a new technology.
...it's just unlikely that you'd be experiencing such a specific problem in such an old well-patched game. For example, in one of my games, I'm actually working on the same thing - at 28/52 production formulas and going strong.
Otherwise, it might just be a restriction of the mission you're on ...say, maybe during the campaign, there may be absolutely no reason for you to research other formulas (just a guess).
I play a custom map ("Inselschubser") without having played the campaign.
