Can't build Viper for quest For the Emergency Situation. Please help
I seem to to have all the needed components for a Viper and the slots to include it in a fleet. I can click on the production button but nothing happens. The vessel is never built. What am I doing wrong? I noticed that there is a hull icon at the bottom of the ship requirements column that is red. Could this be it?

That icon shows how much of your navy cap that ship takes up. If it is red then your navy cap is already too big. Your navy cap is based on your population. Either delete another ship or increase your population
