Report a translation problem
From the looks of it, the DLC in installed (or at least activated) through Anno 2070 and not Steam itself. I have all of the DLC activated and can use it when I play, but it shows up in my steam library (Complete Edition DLC or whatever its called) as "not installed". Naturally, you have to download and activate the game in order to get the content.
If you bought DLC or the Complete Edition and it doesn't show up in-game in the location I mentioned in my last post (Under the Downloadable Content tab of Anno 2070 main menu), then you might want to contact Ubisoft support.
If you have purchase DLC or the Complete Edition but cannot locate it the Downloadable Content section of the Anno 2070 main menu, you might want to contact Ubisoft support and see if they can help you.
when I go into the game and I downloaded content I ellenca all dlc that I should be right
Una volta installato ed attivato (Ubiplay) il gioco, le DLC si scaricano automaticamente durante il primo avvio del gioco. Se si va all'interno del Downloadable content (nel menu principale del gioco) vi si trovera' la spunta sull' icona Anno 2070 deep sea.
Purtroppo per steam risultera' sempre non installato, cmq non cambia nulla, il gioco e' completo ed installato con tutte le DLC

You have to get your Steam Complete Edition code and copy it, then activate it in the game. Then game will shut down and Ubisoft Patcher will update and when done, start game and all the content should have check marks. Steam will still show that the Complete Edition isn't installed.
