I could not buy Compete Edition because I had already bought the game and all the DLC separately
I solved the issue like this - I deleted everything that I had bought for Heroes 6 and Heroes 6 themselves from my account. After that I was able to buy the Complete Edition again

There was no other way to acquire the Heart of Nightmare scenario. And new dynastic weapons and new heroes. Only in Complete Edition. So I was informed by the support service

Yeah, I'm aware that this is the only workaround and I will make sure this is fed back - standalone content that can be purchased separately would be ideal in the future.

Alternatively, you can buy the "complete edition" from Ubisoft's store, find the game key in Uplay (looks like XXXX-XXXX-etc.) and write it down somewhere.

Start the (non complete edition) from Steam, then under the main menu "unlock content", find the "unlock" button where you can enter your "complete edition" key manually (no copy paste, have to type).

Just entering the key in the game should unlock the dynasty weapons bonus and all the fluff from the complete edition. You still have to fully buy the complete edition, but you can upgrade your existing game this way.
