I got the two by Lori and the one upon the Dinner. Where's the last one?

a bit of spoiler, unless you hang out with angus the windmills have no function ( and i cant discern where they all are in my mind, just check every roof top on every screen, perhaps near Mr. Chazokov?

I know about the Angus thing, [This is my second pllaytough and that is the reason I'm seeking them out] I guess I'll go check by him!

You know the secret area where you find the guy playing the saxophone? Before you enter that area and after you jump on the power line, head RIGHT instead of left. It's the very top roof of the building next to Video Outpost "Too".
