Only starting on the secondary monitor

I have a notebook with an attached monitor, that I've set as primary.

All my games start correctly on this primary one (even other Settlers editions) but this one is only starting on the small notebook screen.

Is there some way of choosing the monitor I want?

I have tv monitor attached to laptop. Win10. Right click on desktop, Display Settings.
From there I can choose which monitor. Works fine with Set7 and most games, but I'm having problems playing other games this way such as Quake 3 Arena and Theater of War :((
