Duelist Challenge against Bandit Keith "bugged"?

Hi guys,

there is this one thing i always wonder when i play against Bandit Keith and his Pendulum Scrap Deck.

Whenever he sets "Flash Knight" and "Foucaults Cannon" in the Pendulum Zone, he can special summon several monsters onto the playfield, even though none of these 2 cards state that.

Am i missing something obvious here?

Thanks a ton! Grew up with Yu-Gi-Oh! when there were no XYZ-/Tuner-/Pendulum-/Link-Monsters. So i didn't knew that.
