Hysteric Sign not working?

Alright, so, this is really my first time posting here. Most of the time for my problems and questions I'm able to find something to help me, but for this, I'm really stumped. Simply put my Hysteric Sign card is not working as it should? It's searching for Elegant Egotist, which is fine, but it's the second effect that doesn't seem to be working properly. Let me run through the turn where I noticed this. It's possible I'm simply not reading the card correctly or am missing something.
1. Opening hand with Hysteric Sign, Elegant Egotist, Harpies' Hunting Ground, Rising Air Current, and Harpie Lady 1
2. Play Hysteric Sign, searching for a second Elegant Egotist. Hysteric Sign resolves.
3. Play Harpies' Hunting Ground.
4. Play Harpie Lady 1, using HHG to destroy Hysteric Sign.
5. Play first Elegant Egotist, searching for a second Harpie Lady 1. Use HHG to destroy the opponent's spell/trap card.
6. Play second Elegant Egotist, searching for a third Harpie Lady 1. Use HHG to destroy itself.
7. Play Rising Air Current.
8. XYZ summon Number 101: Silent Honor ARK, using two of the three Harpie Lady 1's as materials.
9. Move to end phase, Hysteric Sign's second effect doesn't activate.
Am I not reading the card correctly, or is there something about it that I don't know? If this is a glitch that's kinda disappointing but I'd like to know, at least.

You are reading your card wrong, or are misunderstanding basic game mechanics. Source: I know how to read and I understand basic game mechanics.

"You can only activate 1 "Hysteric Sign" effect per turn, and only once that turn."

Can't use both effects in the same turn.

This. I've had the exact same problem with this card until I decided to thoroughly read the card description one more time.
