I'm sure you can find ways to get currency in campaign (I think saw people posting auto-click setups for buying/giving up to get infinite money or save files).
And as far as I know, there are no bans in this game. I might be wrong, but I don't think there are any "admins" here.

Are many cards locked away in the dlc packs? Would I need to buy all the DLCs to get the full experience?
"be competitive in multiplayer" - yes, you need DLC, but not all of it (1k of those DLC cards are the most modern ones in the game, so Majespecter, Kozmo, D/D/D etc, but, if you know what you're doing, you will need 1, maybe 2 DLC to get).
Most of the DLC have a review that lists all the cards in it, so check that.
Also! As a bonus, you don't need to get in-game money to get the DLC cards. You buy the DLC you get x3 of all the cards in it.

3 single player online is actually just singleplayer campaign.
Online is PvP. And Im pretty sure PvP uses starter decks, if you play a friend then you have access to your own deck, and if you do that then yes your friend would be at a disadvantage for all your opened up cards.
You should use it wiseley man, I am also surprised you even had to ask that question which flags you as one of the biggest noobs out there and no one should fear you for cheating because you would be easy to take down.
Real cheaters and or MODDERS do not ask permission, and those that are good at it already know they will never be banned or vac banned.

Anyway, as long as its singleplayer, why do you care how I want to enjoy my game?

Steam has a policy against cracks and cheat modifications to the game, a player already mentioned you don't need a "cheat" but it does show what kind of gamer you really are ;)
It's really more of a slippery slope. If you cheat singleplayer and then at any point go into multiplayer with the stuff you got via cheating, you did just sorta play cheated stuff in multiplayer. And if there's cheat programs at all, you bet the first and most common ones are gonna be fixed draws and such.
The game has a built in exploit to break the card packs RNG, but it doesn't affect matches themself at all. Way I see it, using that is 100% fine, but external cheat programs in a game which has multiplayer gets a little messy.
I miss big head mode cheats and such myself too, but there's a real difference between codes the devs put in that were awesome and fun, and people rigging the game so they always win. Most external programs do the latter sadly.
Finally someone who agrees and I assume actually wants life and fairness in the game :), as for the lazy cheating players go stick to FPS if you want to cheat nobody with any skill will ever entertain you.
If the single player is tied to online then i wont cheat. And since i was only wanting to buy this game for single player but its tied to online, i wont buy it.
I cheat strictly on singleplayer off line games. I work long hours, i dont have time to grind endless hours to achieve something in a virtual world. I dont want to finsh work, then come home and do more work.
But theres always someone who will think im a disgusting loser even if i cheat on pokemon red.
If you just want the story fine but i still wouldn't advise it but i can't be responsible if they do anything because you modified something that is all i'm making you aware of the consequences for doing it are entirely and absolutely your own.
