is Evil HERO Malicious Fiend bugged?

I read this on the wiki.

"Your opponent does not have to conduct their Battle Phase. If your opponent does not conduct their Battle Phase, "Evil Hero Malicious Fiend's" effect is not applied."
but it is a old ruling or something.

here is the OCG ruling.

"Even if this effect is being applied, your opponent can choose whether conduct their Battle Phase or not. (If they conduct their Battle Phase, each monster they control must attack this card.)"

Sorry, but im not sure if the game uses the OCG Ruling, or TCG

Those two rulings are very similar, but regardless of the rule, the issue here is whether the opponent went to battle phase or not. A player does not have to go to battle phase and can immediately end their turn if they so choose. However they will not get a second main phase if they choose to do so. It doesn't matter if the opponent's monsters are face down, but it does matter if Malicious FIend is face down though.
