Konami programmed it so only 1 player can use banned cards.
OR it could be that they left it like that by accident. Let's be truthful here, they didn't really do a great job on mulitplayer, it's only practical they mess up on something like this.
There's a slight difference between online play and coop. I also have came across people that said they hacked YuGiOh to have what ever they want. Just be careful.
Something overlooked in the coding makes way more sense to me than your reasoning... If it was intended as a failsafe, then it more than likely would have been set up as a room option and not conditional to the host only.
Not saying you're wrong, maybe they meant to do it that way... If so though, the coder(s) of that mechanic legitimately threw all logic out the window.
