The full version of 11.1 is supported only on 8+, but there's a patch for Win 7 which brings some of the features and improvements over.

Windows 7 no longer has Microsoft directX support, which is why it stopped at X10.

Windows 8 and 10 and soon to be higher advanced versions support DirextX 11 and above.
