Truthfully speaking if this is just for campaign, don't bother with dlc, campaign is mad ez. If it's for online play, again, pick the deck you like playing and don't go hard thinking about the meta.
Do some research on the cards you are looking for here at this link before you buy.

I do not believe this to be 100% true in all of the dlc. I know in most, the cards you get are NOT in the base game and this is the only way to obtain them, but if memory serves (though I easily could remember incorrectly) there are so DLC that have cards that ARE in the base game. However, I think this fact holds true regardless; in every DLC, they have cards that are not in the base game. You best bet is to do research in what you want to build or what seems fun and buy that DLC, which is what I did with the DLC I bought for myself. There are no DLC that are worth getting, if is all base on what you want. So I agree with what most people have said, it is only worth it if there are cards from the DLC that you want.
So for your question, just take the answer as a yes, cards from DLC are not in the base game. In terms of the discussion question, only DLC that are worth getting are the ones that have cards you want.
