Who is best to farm or buy packs from to build a good dino deck?

Jurracs can be found in Leo/Luna pack.
Evolsaur can be found in Cathy Catherine's pack.

Dinosaurs monsters are lacking and not plentiful in yugioh and in real life. But those two are the most common theme decks out there and hopefully should be enough to satisfy your dino needs. The very minor dinosaurs can be found in Mai's pack, don't expect them to be good.

Oh and FYI dinomist, the one you can get from DLC, are not dinosaurs but it's probably not what you're looking for anyway.

Bastion Misawa pack also has a few if your deck doesn't want to be centered around archetypes but the monster type itself (has cards like Jurassic World, Destroyersaurus, Sabersaurus and some spell and traps for dino support.)
