If you don't care about online, you can go and use 3 Stratos, along with 3 each of Neos Alius, Blazeman, Woodsman, Ocean and Shadow Mist.
Run Polymerization, Miracle Fusion, Mask Change, Form Change and Mask Charge for your fusions, along with whatever you need in terms of monster/spell/trap removal, though space will be fairly tight. With Neos Alius though, Gemini Spark is a really solid card to include.
In terms of traps, Hero Signal is a must because most of your base HERO cards are on the weaker side. It is also a combo starter of sorts because it ensures that Shadow Mist's search effect goes off (same for Blazeman, but his works on normal summons too). Otherwise, just run a standard trap package, based on your needs/preferences.
In terms of fusions, run 1 each of the Masked HERO's and omniheroes along with whatever else you can use (you'll only have one open extra deck slot left if you do this though, so make it count).
It's a fun and really powerful deck to play vs the AI imo.
