Craft it?

You are in the very beginning of the game (only 1 achievement), in the beginning it is actually working with wrench/gloogun and be stealth most of the time. It is no shooter like Doom. While you make more progress you will have enough power (neuromodsskills and or better weapons/ fabricateplans for create ammo yourself) to start playing as Doom hunter.

I'm suprised you even have the shotgun yet. But anyway, you can craft shotgun shells at a fabricator if you have the materials.

In the meantime, a few tips for conserving ammo:

1. Don't use the shotgun against mimics, greater mimics, preferably not corrupted operators. Phantoms and tougher only.

2. Be sure to use it at fairly close range, not quite melee range but close. The shotgun does much less damage at pistol range.

3. If an enemy is down to low health, try to finish it off with a pistol or a wrench.

i´m not at the beginning - i think - i have already made my first trip outside. But i cant make ammo at the machine (only 9mm)? I explore a lot and dont go linear through the game - so maybe i got shotgun to earlie or i have missed the plan to make ammo?

Your first trip outside is still considered early game lmao. Prey is not really a shooter too. It's meant to be played tactically. While you can find shotgun ammo fabrication plans and make hella ammo mid/late game, the game is not really meant to be played gunning everything down (though you still can if you don't mind a bit of material grinding). I always like to use the leverage skill or the combat focus skill with the wrench (super OP and satisfying).

It's not that bad cause they respawn after a certain point long as you nab the recycling skill early on and use your wrench on anything that isn't a phantom you should be good to go even on nightmare+hardcore options.

You really should spend a solid 30 mins exploring an area (after completing objectives there and eliminating typhons) and you will find a multitude of useful stuff

My basic rule of thumb playing this game is to never use ammo until the weapon is at least either halfway or fully upgraded. Shooting ammunition on a un-upgraded weapon is wasteful - you're better off saving your resources until you get the right Neuromod enhancements or Weapon Upgrade Kits by utilizing physics objects as weapons early on with Leverage III.

generally, you'll want to save shotgun ammo for anything human sized or up, and if the encounter is against a single target or a low risk area, it's better to go for the GLOO and smash em with the wrench. shotgun ammo in particular is somewhat expensive to fabricate, but it's one of the strongest weapons up until the endgame when you can max out the burny laser to not eat up an entire charge without actually killing anything. even then, you can take on the biggest threats with enough shells dumped out of a fully upgraded shotgun. so don't waste those shots!

one of the most important things to keep in mind, though....you don't gain anything through the act of directly killing the enemy. as long as the enemy is destroyed, either through the environment or from a turret, the enemy will drop their loot. prey often gives you the tools to accomplish this without having to resort through direct force most of the time, up until the really big guys start coming after you and there's no cover. that's when you want to burn your stockpile.

if you don't care about injecting typhon powers, it's also pretty effective to get the lifting power so you can deck weaker typhons in the face for free using your buff arms to hurl crates at them.
