Engineering Operator and Repairs

So I've seen gifs and such of Engineering Ops fixing turrets and harvesters in Mooncrash, but no matter what I can't replicate it. Are there conditions to the repair or something? cause I've actually spent abot an hour trying to get and Engineer to fix Harvesters, all types of turrets, and even a busted Control Module.

engineering operators don't repair stuff in the environment as far as i know, certainly never did in my playthrough of mooncrash.

They definitely do. I saw one repair a Harvester in Moonworks today, I just don't know what triggers it.
