Or you could simply use downsampling from 2/3/4K to get better visuals and play that way ...

So, it could be your card, but it could also be your drivers seeing its kinda new and Nvidia is lazy. Hell, even your cables can make a difference. Its a pain in the ass, I have been in your situation a few times when OC and wondering why some numbers don't look right. If you think your gpu is bust, just benchmark it. Otherwish start cross checking everythign else related to it.
