Mikhaila's medicine nowhere to be found

Tell me if I'm going to the wrong place. I went to the hull breach power plant, where it appears to be her office. I get a call from her when I enter that area, I looked online and it shows that the medicine is in the cabinet on the right side corner of her office. I'm finding nothing. I haven't done the Reboot mission yet, do I have to do that first?

I'm going in this game blind without knowing much about the game at all, trying to avoid looking up stuff to avoid spoilers. So far I've been doing fine, except this one.

It is true this game need to do things in the right order or you will get a gamebreaking bug. For now, this isnt very bad, you still can finish the game, just ignore (not sure which button) that sidemission. If you are a achievementshunter like me, you need to use older savegame and stop discovering outside the station or need another new brand run.

you can find a cure both before and after restarting the reactor. it's just more complicated in the second case (there won't be much time left with a leisurely passage). I always found a cure before going to the reactor room. maybe you're looking in the wrong place?

You can go to where the medicine spawns long before it actually does, because that is tied to the event of Mikaela speaking to you and mentioning she left her medicine behind. You can go and loot the exact same container that it will appear in almost as soon as you get access to the outside of Talos and it won't be there until later.
