I need help finding the keycard

There's a keycard that unlocks habitant module 17-24
It's supposed to be carried by Robert "Scooter" Tale, but it's nowhere to be found

Try to find him on the various security stations around by tracking his id badge, it should point where he is and in which area

just track using the security stations, go to the top of the crew annex near the shuttle for the closest station

I actually found the keycard on another corpse in the tunnel to the shuttle

I found the keycard 17-24 on Joe Blank on the path to the shuttle in Crew Annex. Maybe there's some unknown condition that causes it to spawn on him rather than Robert?

The 17-24 card spawned for me also on the path to the shuttle, but on Ursula.
