Confidential Records unpowered computer
There is an unpowered computer in the Confidential Records room in Deep Storage and I can't find out how to power it. Do any of you know how to power it?

Yes, happened me too after returning to Mikhail the computer no longer works.

I believe that computer will only work when a woman (Mikhaila Ilyushin) wants to know the truth about her father. So you need more gameprogress before that quest will appears (also you need to save her life or that quest will not appears).

The quest is called "Assist Mikhaila Ilyushin".
