Nope. I set the speech volume to 1 and it seemed to sort of fix it

this game have really weird audio mixing. Try putting all audio volume in Prey setting menu to 100. Then use this modded xaudio https://steamcommunity.com/app/480490/discussions/0/

That is true for me too, but you can go to Audio settings and reduce the voice volume there. Solved it for me.

And it’s not even dynamic. a person standing 6 feet from you sounds no different had they been touching your nose. What happened? It seems like such a fundamental thing to apply in audio design.

I think Raf had some difficulties in keeping the project organised if you go by a recent interview. It sounds like he was struggling with managing the project. The sound design is great but the audio implementation simply wasn't finished.

There was a post on twitter by an audio engineer which showed how bad the attenuation was but it's gone. This is a post by someone who 'set a lot of the sound volumes in the game', and they clearly aren't qualified for that work.

Where can I get the modded xaudio? I tried playing this a couple years ago and this sound issue was a deal breaker.
