Fear is that ♥♥♥♥ when your screen is shaking all over and you have sort of a blue/icy border around your screen. caused by attacking weavers pretty sure

There is an icon in your left-bottom corner (where it says "statuses").
I've found whenever there is like a scream, a skull icon appears. That's the one. The effects I've found out is you can't aim right for some seconds and there is a blur vision.
You can prevent it with alcoholic beverages.

It's odd, I feel like I've never been affected by fear.

Weavers use it on you when you attack them. Nightmares can do it too. Beyond that nothing much will cause it.

The only time I had a problem with fear was the Weaver in the lobby since he could aggro from a distance and he'd just scream and run the instant I did anything to him. Most other Weavers are in tight enough corridors that I can sneak-up on them with a shotgun and take them down while they're still stunned.
