Help getting locked maintenance access panel

In the Volunteer Quarters in the ceiling is an access maitanence panel that is locked, anyone know how to get it open? Thank you!

Its just another way into the Volunteer Quarters from the outside. There is a place where you can stack some boxes and climb into the vent, you come out on the other side of that access panel and can open it from there.
There are multiple routes into most important areas. Its fun trying to find them all.

Ah thank you! Was annoyes that i couldn't get it open.

It's weird, but in my game it's been locked from both sides and I was never able to open it, both on release and public beta builds.

In my case it was locked from the outside (ceiling where the body is).
