If you are refering to one of the last missions where you can optional bring alex to safety.
Drag alex into his save room , and continue the game you will meet him later on.
You may find it helpful to cut him short. As soon as you can, zap him with your disruptor and toss him in the safe room and close it up.
As soon as the Apex Typhon breaks through the Arboretum and begins eating Talos I, Alex is knocked unconscious. I immediately moved him into the bunker, went to the keypad and started playing his recording.
It seems that at this point, the game is running a number of checks and dialogue will play if you've done some of the optional objectives, like saving Igwe, rendering Dahl unconscious, saving Elezar. If you've done any of these objectives, then your TranScribe blows up (ain't you popular!) and those calls will interrupt playing Alex's TranScribe into the keypad.
The game seems to notice that the recording was interrupted (probably a mechanic to keep you from walking away from the keypad?) but doesn't seem to have a mechanism for "Oh wait, you played it again? I guess NOW I can lock the door."
So, after several quick loads and getting nowhere, I finally quick loaded, got Alex into the bunker, and then just hung out and enjoyed the Apex tentacles writthing around until everyone was done calling me, and THEN I was able to lock the door, no problem.
So...good things come to those who wait?
I did the same thing, the objective with the voice lock never appears but when I closed the door (just press the button) the quest was successfully completed nonetheless.
