I guess it also depends on your difficulty. I tried it out on a phantom right after I got it, and nearly died. It doesn't kill them so fast they can't get a shot off at you, and firing it slows you down.
Use it with combat focus, and it is really difficult to mess up.
I scan every corner and i am now at the ♥♥♥♥♥♥♥ technopath (lift), which is borderline impossible.
Use the stun gun and EMP grenades.

EMP i was using but it was not enough to ensure full incapicitation.
Well I didn't find it before the shotgun, and when I did, I still can't make any ammo for it.
I mean you shouldn't waste it's rare ammo on crystaloids (pistol), operators (stun gun), etc.
The ammo blueprint can be found on the computer terminal in the same room you find the beam gun. And making it is really cheap, I don't get it why people say ammo for it is scarce...it's just 3 cubes for a pack that lasts you 2/3 reloads.
But you know, with fully upgraded shotgun, you have much higher dps than Q-beam.
And yes, I only fire shotgun 8 times to take down a nightmare.
