It's in the Security Station in the Talos 1 Lobby.
But it's not at all any different than the in game one, it's just a different skin. It's not like the Golden Gun that has better stats than the regular pistol.
I know, I mean it feels like I got something earlier than I was meant to, but now seeing as it was actually possible to acquire the normal one even earlier than the Margrave, I feel better.
I guess? I basically scoured every inch of the game before I even bothered to finish the Hardware quests, let alone get the PsychoScope. So I was decked for the most of the game before I even hit Pscyhotronics.
This isn't exactly a linear game in that regard so getting stuff "early" is only a matter of whether or not you put the effort in. Additionally that's why there's so many duplicate blueprints I imagine because the developers wanted to allow players to find most of everything in the game relatively easily even if they didn't decide to explore every nook and cranny (though in a game like this that's half the fun.)
