Can't use main lift

After completing "Lift Interference", I went down the lift to Talos Lobby to do some optional objectives. When I came back to the lift, the cabin isn't at the lobby floor, and there is no way to get in. Is there some way to call the elevator I am missing? I would really rather not have to run all the way through psychotronics every time I want to go to the arboretum.

Um, use the call button between the two doors.

It's disabled.

If you killed the typhon and two courrupted operators up in the arboretum and January gave you the all clear,(ie lift interference is completed) then the lift should work. If not then its a bug. I know of no other way to call the elevator.
