Don't know for sure what fixed it, but I looked at the place where you normally pick up the items it dispenses and pressed the interact key and suddenly it started working, almost as if there was a ghost item stuck there that I couldn't see.
Probably not the solution but it's worth a try at least.
That's something I said plenty of times too. It's a good game that's bogged down with some pretty horrible bugs, and lots of painfully frequent and long loading screens.
My personal problem occurred when printing a Turret in Cargo, and since a turret isn't something you can just put into your inventory, I had to wait until that turret was destroyed by natural causes until the replicator decided it was fine. Fun fact, "destroyed" just meant "beaten into inoperation" and not "completely removed from the universe."
I have had this happen on every pass through the game, but only with the fabricator in Cargo. And it has only ever happened after I added the turret fabrication plan and had set up the turrets in order to get the Cargo bay B door code. At that point it isn't as necessary. I thought it was part of the game that, from that point on, you had to get by without if you were in that area. The recycling machines are fine and have never had a problem.
.
That's when it happened to me too. After clearing out bay B it was back to normal.
