RU/CIS retail Steam key CAN'T play in Russia

So i bought a key for steam RU/CIS region only, and the activation process went fine. But when i'm trying to start a game i'm receiving an error
U can't play this game in u'r region.

Sure it's a russian key and not from another region? Look at account details as it usually says something like "Prey Retail" or "Prey RU" or something along those lines. It's certainly not a ROW key because it doesn't show you owning it.

Actually it doesn't even show you owning any version at all.

i'm sure that this is RU/CIS region key, cause it was sold by russian retail store , and the KEY
