Actually, it is. If you are stopped in zero G, it will accellerate you. It can launch you vertically if you choose. In normal G, it will allow you to jump farther and higher in addition to braking falls.
and yes, the base pack you get before your first spacewalk is a one-time fabrication. It's not the only item in the game that you can manufacture which is a one-off.
If you haven't figured it out, Shift lets you boost faster in zero-G, at the risk of collision damage.
