I disagree with this assessment. I didn't count the number of locks and passwords that can only be bypassed through hacking, but I would suggest that number could be in the dozens.
My impression, through a number of playthroughs, is that the majority of locked computer screens have no game discoverable password. There are numerous cargo containers with X'd out keypads throughout the game world that have no alternate means of entry, with the exception of those in Cargo Bay B. I'm pretty sure some of the safes have X'd keypards, meaning there is no alternative to hacking. Finally, there are a number of X'd door keypads, but most of those can be bypassed with the Huntress Boltcaster or maintenance tunnels.
Anything behind a lock that is required for game progression can be accessed through alternative means. However, some loot, and possibly some side missions, can only be accessed through hacking.
