Is Cargo bay supposed to be locked at this point of the story?

My main mission is to get to Deep Storage( I got all voice samples)

However I decided to explore the station and got into the cargo bay. I had to activate two panels , one in the cargo bay and another in GUTS (time limit 7 min), I did just that, I came back to cargo bay but the doors are still locked.

Am I supposed to come here later? Did I ♥♥♥♥ up somethign scrips -wise?

Nah, you're fine. Deep storage and cargo bay are two distinctly different areas. Cargo bay is physical cargo, deep storage is digital storage.

You actually should of gotten a message from someone telling you they have the place locked down and won't be opening up that side for ya.

Yeah I did hear the message. Im more concerned about manipulating with the cargo processing panels ;) It now says both GUTS and cargo processing are active.

That sounds about right. That's a little mini-quest for just opening up some doors in GUTS, just have to activate the panels within 8 minutes or some such. Not story related and I'm not sure there is an actual objective marker for it.
