How do you get Price Broadway out of the tank?

At the bottom should be a terminal for harvesting the eels. Activate it.

Yeah, I saw it but the terminal is locked (It just displays a message that tells you to ask Price about it).

I think it becomes possible as part of one of the main quests from that area, or due to people/items you interact with as part of the main quest.

Head up to the control room, there should be an option on the console to unlock the eel tank terminal.
