How to use Psy-Hypo?

I have tons of them, but can't use them.
Do i need to unlock a skill to use them? Also i have Spy-ability ( ithink) but i can't use it, because it's locked.
Please help.

You automatically use them when you run out but you also need to have a Psi ability equiped such as slow time or Psi Blast.

The problem is: i can't use them at all ( i have 17 of them ). It says my Psi is full, when i try to use one. Also i don't know how to unlock that abiltity. The slots are locked, but i have a ability. I just can't put it in a slot :(

Scroll on your mouse wheel and you will see your abilities and weapons etc. You can highlight it and give it a number or you can select it from that wheel. You collect the Nuromods to unlock abilities like skill points.

At the start of the game, there's only one unlockable skill that uses Psi, called Combat Focus or similar, the rest unlock later.
