FOR THOSE WHO HAVE STUTTERING PROBLEMS HERE IS A FIX
Here's a very simple fix.

This does not matter if you're on a desktop or a laptop, both are able to do this.

If you are on windows 10 or 8, then go into System Settings and Open up your power settings.

click "Additional Power Settings"

On the left of the screen that pops up, click "Choose what the power buttons do"

Click on "Change settings that are currently unavailable" You need admin permissions.

And then turn off "Turn on Fast Startup".

Click save and restart your computer.

IF YOU DO NOT WANT TO DO THIS.

Then from the start menu, restart the computer without changing anything.
SPECIFICALLY "RESTART", not shut down. Not holding the power button on the computer. Click "RESTART"

This setting tends to screw up high end rigs. This might not fix everyone's problems, so sorry in advance. The start up speed up is also unnoticeable for most computers so it won't matter if you leave this off or not. That's if you have a fast hard drive, or an SSD.

Interesting, will wait for others to try and report, I've already tried too many things with my PC and don't wanna screw around anymore :P. I'm tired.

I actually think the stuttering is related to texture streaming, this game has really low memory pool for textures. They sometimes stream in just in front of you. Reminds me of those early unreal engine 3 games that required modyfing the config.ini to make the textures load into your memory.

I fixed mine by installing the previous driver. Now the game is stutter free.

Just click the restart button in the start menu then if you are having this problem.

Ok. I have done it when first installed windows 10. So It is not really an issue. Only thing that helped me is nvidia driver downgrade.

this means hibernate is not activated on your OS and thus you are not affected by "fast boot", in otherwords, you are already achieving whatever the hell the OP is trying to do...

Related to overlocks on the CPU.
THANK YOU! I tried lots of other things before I found this.

What a ridiculous "feature". When I click shutdown, I want my PC to SHUTDOWN, not some weird hybrid buggy "sleepish mode".

Thanks a lot for this! I was having weird stuttering and sound glitches in other games and apps and restarting took too long. This solved my problem!
