Go to this folder (you can paste the following into Windows Explorer's address bar):
%UserProfile%\Saved Games\Arkane Studios\Prey
Right click game.cfg and select edit. Use notepad if asked.
Add this line:
r_MotionBlur = 0
Save and exit.
As Gollum points out in PatientLandBeaver's link, the game.cfg file is overwritten whenever you make a change to the in-game video settings. You can prevent this by right clicking the game.cfg file and setting the read only check box. If you need to make subsequent changes, you'll have to uncheck read only on the game.cfg file's properties sheet.
Does a lot of cool stuff. Including a motion blur option.
