There are plenty of alternate ways to tweak difficulty. Enemy reaction times/detection capabilities. Frequency of attacks. More self-preservative combat behaviour. Different crafting costs. Drop rates. The list could go on for a long time.
What caught my curiosity was a bullet point in a pre-release patch note mentioning that "AI adjusts for difficulty level more effectively". Is it possibly how the enemies develop in response to your performance/build?
